I do not know how to find an old post that has the info on the guy who sells this bracket.
This luggage bracket is directly behind the passenger seat.  It's plastic and you can buy this piece for $147.00

anyone know?

IMO, the OEM rear rack is cheap looking (plastic), weak and doesn't have an option to mount a top case directly to it. Where as the other racks are good looking, strong and can mount a top case directly on to it (with the mounting kit installed) without a mounting plate.
