no permission to access technical formum titles

I tried to view the technical section publications but receive "you must have permission to access".

Do I have to pay extra or is my information not up to date?

Membership looks OK.  Did you log in correctly on the main web pages to access the tech info?

I log on using the first page I come to. I'm not really sure what the main log on screen is. also I want my user name to be harry not hairy. I tried to change it but it reverts back to hairy. ( I'm not ).
