My guess would be a bad ground somewhere, if not that switch could be bad?

Did someone replace the incandescent lamps with LED style?
Have you recently ridden the bike in extremely hard rain for a long period?
Have you washed the bike, and unknowingly subjected that switch pod or the lamp covers to high pressure water, during the process?
Have you added ANY aftermarket lighting devices or electrical devices to the bike?

I find very doubtful this is a water problem.

I think it's a ground problem of some sort. Somewhat similar to the ground problem in my 08. That was one of the ground blocks in the harness. Not a hard problem to fix, just a bear to chase down.

Good luck!

The ground problem they refer to could be a bad bulb.  I have found that if a incandescent bulb breaks its filament it can light through the other filament and travel through the circuit.  I'm betting all the bulbs that are flashing are really the parking filament flashing... thus not as bright.

Start by pulling the bulbs one at a time, with each bulb pulled if problem persist put bulb back and move to the next one.  If problem stops... replace that bulb!

Likely the easiest but maybe not the cheapest... bad ground wire could be hard to track down but $0 cost to fix, if its a bulb... it will cost you a new bulb.... $2 maybe!

The signals are single filament. There are no parking or running lights in the signal housings
