I took my battery out to "test" the dead battery instructions, nope didn't work, I placed that FOB everywhere and nothing...

Does it have to have a "dead battery" in there to complete some circuitry??

There are two authentication system with KiPASS:

1. Low power 315 MHz RF handshake with 128 bit symmetric key encryption MISTY1 - uses the battery
2. RFID handshake which requires the FOB end to be held over the TAB antenna on the stove switch.

I have encountered interference a couple of times on the 315 MHz link at gas stations with Speedpass, used the RFID method and drove away.
