Maybe sidestand switch. Put bike on centerstand. Look at sidestand switch it is covered by a rubber bellow. Use wd40, stick red straw inside bellow and give it a squirt or two then exercise the side stand up and down.
Neutral light is on?

also inspect the left side clutch lever handle, there is a small switch with 2 wires mounted there, remove it, and spray it down good internally with WD40 to flush it out also..

Clutch switch is bad. (starter lockout switch). 3 wires, 2 screws, plastic plunger to operate it.

You are not getting a ground from the clutch switch with the clutch disengaged. It will bypass the neutral  switch and go to ground so the starter will crank with the bike in gear (stalled at a green light when you let the clutch out to quickly).
 
The neutral switch will let it crank with the clutch out through the other set of contacts in the clutch switch. When you pull the clutch this set opens and the other set of contacts in the clutch switch close and let it crank. If the green neutral light is on this switch is good.

I have had the clutch switch worn internally doing this. I have also had the plastic plunger that operates the switch broken and not let it operate correctly.

The side stand switch will kill the ignition if you let out the clutch in gear. It is using the clutch switch and the neutral switch to control this. will not let you ride away with the side stand down. It needs all 3 conditions to shut off the bike. 1 side stand down, 2 not in neutral, 3 clutch lever out.

Disconnect the wires to the clutch switch and put a jumper wire to connect the two.  If the switch is the problem, it will then start.

Page 15-26 of the service manual has the wiring diagram.

The yellow/ green wire is power from the ign. to kill sw, to start button, to start relay in relay box then to clutch switch. You should have 12v dc on this wire with the start button pushed.
 
Jump to the black/ yellow to simulate clutch pulled in. Be careful if you are in gear and not on the center stand the starter will move the bike.

Jump to light green to simulate clutch lever out. It will only start in neutral.

black/yellow to light green just connects the 2 ground paths together and will do nothing.
