Handlebar riser questions

I just got a set of handlebar risers for my 86 on Ebay, but not sure how to install them (I think the seller is a member here). I understand the longer bolts, but not the sleeve in the riser. How do I install these? Am I going to have cable/brake line issues (they are 1.25")?

The stock handlebars fit over the forks as they extend above the triple-tree. The risers will fit over this fork projection and the sleeve when inserted in the riser will extend past the riser and give the handlebar positive location. The bolts hold it all together and there are grub screws to  hold the sleeve firm.
