C14 - What are these plugs?

Yellow arrows point to two, taped up plugs on my new '11 C-14. Just curious as to what they might be. They are on the left side of the ECU under the seat.
 
By coincidence, i found those plugs yesterday when i was trying to diagnose an electrical problem and pulled the seat to get a birds eye view.

what are they for, and why are they plugged with some green substance, and not plugged into something?
 
iirc they are actually "bridging" plugs, interconnecting circuits that dead-end there, and jumping them, I think I saw some in there like that, and on the diagrams, and there are also diagnostics up there also.

I believe MOB is correct, they are joint connectors where several wires are tied together. They are typically used to tie together multiple grounds, or multiple points to power.
