Free Motorcycle Training in PA

mellow yellow said:
now why can't all states follow pennsylvania's lead? new york tripled our fees, but yet we get zilch!

We don't call it "The Vampire State" for nothing.  ;)

There ain't no such thing as a free lunch.

According to the PA Motorcycle Safety Program...
What does it cost to take the Basic RiderCourse?

The Basic RiderCourse is FREE to Pennsylvania residents with a valid Pennsylvania driver's license or motorcycle permit.

The Pennsylvania Motorcycle Safety Program is funded through an additional fee that you pay when you obtain, renew or replace a motorcycle permit or license.

Out-of-state residents pay $250 to take the BRC.

So really, they are not free classes.... All PA motorcyclists are paying a fee to fund PAMSP courses whether they take advantage of them or not.  Many states have a similar fee attached to motorcycle permits, license, and registrations which are used to subsidize rider education costs.  Unlike the state run PA program, the NY rider education program is mostly privatized with training services provided by for-profit contractors.
